Toronto’s Carbon Management Plan is the first document to be released by the City Council

Electric vehicle rebate among staff proposals to speed up Toronto’s target to become a carbon neutral city

Last April, a panel of 20 people representing a diverse mix of industries, including environmental organizations, transit, climate-action groups and others, proposed a strategy to accelerate Toronto’s goal of becoming a carbon neutral city by 2025.

The committee’s recommendation — made public on July 17 — is the first of many documents that are expected to be released by the City Council’s Budget, Finance and Policy Committee in late November before it decides which issues to take up in early December.

The first of these documents, prepared by the Toronto-based consulting firm EY, contains a review of the city’s Carbon Management Plan for the period from 2010 to 2030, an exercise that began this spring.

The only thing that makes sense is that this “report” is actually another propaganda piece. There is no plan, nothing has been published, and nothing has been proven.

There’s even a comment by Councillor Jeff Yau, “I will say that I’ve never been so disappointed with the public participation process that I’ve been involved in.”

To the extent that there is a plan, it is a plan based on the recommendations of the consulting firm that produced the report. Of course, the goal of that plan is to make any and all actions in the City green.
